Introduction: Bold Goals, Slow Delivery

The leadership team of a Dubai-based healthcare group set out an ambitious plan at the start of the year: open two new clinics, launch a corporate wellness offer and raise patient satisfaction scores by 15 points. The goals were clear, the market was growing and the board was fully behind them.

Nine months later, one clinic had opened late, the wellness offer was still in design and satisfaction scores had barely moved. Each department had been busy. Yet the business goals that mattered most had slipped behind daily operations, and nobody could point to the moment it happened.

This is the strategy-execution gap: the distance between what leaders plan and what the organisation actually delivers. It is one of the most common and costly challenges facing UAE business leaders, especially in a market that rewards speed.

Interestingly, the UAE itself offers a well-documented example of how to close this gap, studied by institutions such as the Harvard Kennedy School. This insight combines global research on strategy execution with lessons from the UAE government’s own delivery model, and sets out what UAE leaders can apply in their businesses today.

How Big Is the Strategy-Execution Gap?

Global research shows the strategy-execution gap is both large and persistent.

Finding Source
Most companies’ strategies deliver only 63% of their promised financial value Mankins and Steele, Harvard Business Review
Only a third of senior managers can correctly name their company’s top three priorities Sull, Homkes and Sull, survey of around 11,000 managers in 400+ companies
Senior managers trust colleagues in other departments to deliver all of the time less than 10% of the time Same study, via London Business School
Managers account for at least 70% of the variance in employee engagement Gallup

These findings point to three root causes: priorities that are not clear enough, weak coordination across teams and managers who are not equipped to drive delivery.

Why the gap matters even more in the UAE

UAE businesses operate in a market moving at exceptional speed. Real GDP grew 6.2% in 2025, according to the Federal Competitiveness and Statistics Centre, with non-oil activity growing 6.8%. National and emirate-level plans set demanding targets:

  • We the UAE 2031 aims to double GDP from AED 1.49 trillion to AED 3 trillion.
  • The Dubai Economic Agenda (D33) aims to double the size of Dubai’s economy and place it among the top three global cities.

In this environment, slow execution carries a high opportunity cost. A competitor that turns business goals into action faster can capture customers, talent and partnerships before others have finished planning. For UAE leadership teams, closing the strategy-execution gap is a direct source of competitive advantage.

Lessons From the UAE Government’s Execution Model

The UAE federal government has spent nearly two decades building systems to turn national goals into measurable results. Two of them hold clear lessons for business leaders.

1. Measure performance continuously

The UAE’s government performance management system tracks national indicators and the strategic plans of every federal entity. It began as the Adaa system in 2008 and was upgraded several times before the launch, in July 2025, of the Proactive Government Performance System. According to the Dubai Media Office, the new system uses AI and real-time data to track targets and performance indicators, processes more than 150 million data points a month and generates over 50,000 proactive insights for leadership each year.

Announcing it, His Highness Sheikh Mohammed bin Rashid Al Maktoum said: “Our commitment to continuous improvement is unwavering.”

The business lesson: do not wait for quarterly results to find out whether your strategy is working. Track a small set of leading indicators every week, so problems surface while there is still time to act.

2. Break big goals into 100-day challenges

In 2016, the UAE launched Government Accelerators, a programme that gives cross-functional teams 100 days to make measurable progress on a specific, hard problem. The Harvard Kennedy School later documented the model in a teaching case, describing the challenges as intense periods of action in which teams work across organisational boundaries under real urgency.

The results can be striking. In one 2018 batch of challenges, a team focused on Emiratisation placed 5,741 Emiratis in jobs against a target of 4,000. Mohammad Abdullah Al Gergawi, then Minister of Cabinet Affairs and the Future, said the results “prove the excellence of this approach.”

The business lesson: annual goals feel far away. A 100-day challenge with a clear target, a dedicated team and visible leadership support creates urgency and momentum, and makes it obvious within weeks whether an approach is working.

Closing the Strategy-Execution Gap in Your Business

The same principles that work at national level translate well to companies of any size. Here is a practical framework UAE leaders can put in place within one quarter.

Turn business goals into a short list of priorities

The research shows that most managers cannot name their company’s top priorities. Fix that first.

  • Limit the company to three to five priorities for the year, each tied to a measurable business goal.
  • Give each priority one executive owner, responsible for the result, not just the activity.
  • Communicate them constantly, in every leadership meeting, town hall and team update, until every manager can repeat them.

Run your own 100-day sprints

Borrow directly from the Government Accelerators model. For each priority, pick one specific challenge that would make a visible difference within 100 days. For example:

Business goal 100-day challenge
Grow revenue in a new segment Win the first five clients in that segment
Improve customer satisfaction Cut average complaint resolution time by half
Open a new location on time Complete licensing, fit-out and hiring by the agreed date
Improve cash flow Reduce overdue receivables by 30%

Form a small cross-functional team for each challenge, set a weekly check-in and make the results visible to the whole company at the end.

Review progress weekly, not quarterly

Create a simple weekly scorecard with 10 to 15 leading indicators linked to your priorities. Review it in a 60 to 90 minute leadership meeting each week. Focus discussion only on indicators that are off track and leave each meeting with clear owners and deadlines.

This rhythm keeps strategy in front of the leadership team every week, which is exactly where the strategy-execution gap usually opens up: in the weeks when nobody is looking.

The People Factor: UAE Leadership and Managers Close the Gap

Systems and scorecards create the structure. People deliver the results. In the UAE, the starting point is encouraging. Gallup’s latest country data shows that 27% of UAE employees are engaged at work, compared with 20% globally and 14% across the Middle East and North Africa.

But two findings deserve attention from UAE leadership teams:

  • Talent is mobile. 76% of UAE employees say it is a good time to find a job where they live. Strong performers have options, and unclear direction or weak management is a fast route to losing them.
  • Managers are under pressure. Gallup’s State of the Global Workplace 2026 report found that global manager engagement fell to 22% in 2025, down from 31% in 2022. Since managers account for most of the variation in team engagement, this directly affects delivery.

What UAE leaders can do

Equip managers to translate strategy into action. Middle managers sit exactly where the strategy-execution gap opens. Train them to set clear goals, run effective team meetings and hold accountability conversations with confidence.

Build trust across departments. The finding that fewer than 1 in 10 senior managers can always rely on colleagues in other departments to deliver shows that coordination, not effort, is often the real bottleneck. Make cross-team commitments explicit, with owners and dates on both sides, and review them in leadership meetings.

Lead diverse teams with a shared language. UAE organisations often bring together many nationalities and working styles. Tools such as DiSC and Gallup CliftonStrengths help teams understand how each person works and communicates, reducing friction and speeding up execution.

When managers are clear, capable and connected, business goals stop stalling in the middle of the organisation.

Conclusion: Turn Ambition Into Delivery

The UAE has shown at national level that ambitious goals can be delivered at speed when they are backed by clear priorities, continuous measurement and short, focused delivery cycles. The same discipline is available to every business.

For UAE leaders, closing the strategy-execution gap comes down to four moves:

  1. Narrow the focus to three to five priorities, each with one owner and a measurable business goal.
  2. Create urgency with 100-day challenges linked to each priority.
  3. Measure weekly with a short scorecard of leading indicators.
  4. Invest in managers, who turn strategy into daily action.

The key takeaway: the strategy-execution gap is not a planning problem. It is a delivery problem, and it closes when leaders build the systems, rhythm and management capability to turn business goals into action every week.
